LOS ANGELES — This afternoon, the Los Angeles Metropolis Council voted to permit the Los Angeles Division of Water and Energy to ignore the issues of Angelenos and environmental advocates and transfer ahead with its ill-conceived plans to retrofit the Scattergood gasoline plant to have the ability to burn a mixture of hydrogen and pure gasoline.
