Ten million dollars used to be considered a modest budget in Hollywood terms, barely enough for a single A list actor’s fee on some productions. Yet in 2026, that same figure can fund an entire feature film, complete with visual effects, a trained crew, and weeks of location work, if producers know where to spend it. The gap between what a dollar buys in Los Angeles and what it buys in Budapest or Bogotá has only widened as global tax incentive programs mature and local production infrastructure catches up with international standards.
Hungary: Europe’s most predictable rebate machine
Hungary has spent more than two decades refining a system that producers describe as refreshingly simple compared to the patchwork rules found elsewhere in Europe. Hungary has an indirect film tax rebate scheme with a current rate of 30 percent. That number climbs higher once foreign spend enters the equation, since the 30% incentive is extendable to 37.5% of the eligible production expense by adding 7.5% non-Hungarian costs, with the non-Hungarian eligible spend capped at 25% of the rebate.
What sets Hungary apart from many competitors is the absence of a hard ceiling on the program itself. Local and foreign spend can be in any currency and can also be spent outside of Hungary, with no minimum spend and no cap per project.
